HRE to Roman Empire
My understanding is that it's theoretically possible to go from Roman Empire to Renovatio Imperii and unify the HRE under yourself, assuming you're the Emperor or an elector while taking the Roman Empire decision; obviously, this is not as awesome, as Rome is swank purple and has its own traditions, while the HRE is just white and steals mine.
The problem here lies in that when I did Renovatio, I lost the Roman Empire decision. I obviously then immediately loaded my previous save, because passing up that swank purple is not an option.
Is there any way, no matter how convoluted, that I can go from Renovatio to Reform the Roman Empire, and not the other way round? (Obviously in as minimal a timeframe as possible to shorten the Occupied Rome penalty)
If not possible, I'll just sit there as simultaneous Emperor of Rome and Holy Roman Emperor then (which is probably not a bad thing, as there are some pretty nice boosts from being Emperor), and imagine all my rulers laughing slightly about holding two very similarly named titles until 1821.

The holy roman emperor / holy roman empire isn't allowed to form rome. However, it might be possible to unite the HRE if you become the holy roman emperor as the roman empire.

Hmm. Is there a decision to form another country I could do then as an intermediate step? Could I, say, unite HRE, culture shift to Scandinavian, form Scandinavia, then form Roman Empire?

I'm pretty sure both HRE and Papal State can't form another country, regardless of your nation culture.

So after extensive wiki-fu, it appears that there are 3 countries it is somewhat practical to form, since the goal is to Roman Empire anyway.
It seems that you could form Arabia (which is doable anyway since 'Occupied Mecca' is so good) with a culture shift; the Commonwealth with 'Enforce Polish-Lithuanian Commonwealth' if I eliminate both Poland and Lithuania (easy enough, since Poland is gone and Lithuania is a 3-province rump state); or Persia with a culture shift.
There's 3 other options available thanks to heavy colonization (mostly on the back of 'stealing the colonies of people I was conquering to make Rome); Malaya with a culture shift (since 'I've' colonized pretty much all of Southeast Asia; thanks, Portugal!); Shan with a culture shift; or Tibet with a culture shift (perhaps the most frustrating option since it's buried so deep in there).
Sokoto is also theoretically doable, but dear god that would be stupid, since you'd have to culture shift and convert to Sunni first, which is just dumber than a bag of rocks.

So...it does look like it's theoretically possible to Renovatio then Reform, but those 6 (or, fine, 7) options are practically only 1 option for me, since I played Italy, and Italy doesn't accept any cultural shifts at all, and the HRE won't accept any outside of the Germanic Culture group.

On the bright side, it does appear possible with a Germanic nation (outside of Prussia or Germany) though. So Austria - Arabia - HRE - Arabia - Rome does seem doable.

I'll attempt it with the Commonwealth one, just in case that's a possibility, because if so that would be awesome. Will update!

EDIT: Didn't work. I suppose I'll just be Emperor while being Imperator then.
