DLC Unlocker?
Is there a difference if if I use a dlc unlocker or if I buy them? Because 20 bucks for Rights of Man seems a little expensive.

The first option sounds suspiciously like something that I wouldn't talk about on the steam forums. I'd recommend waiting for a sale and then picking up whichever dlc that you want.

You don't have to spend 20 bucks. It goes on sale all the time.

Apart from the most recent few releases you should be able to quite legally buy Paradox DLC for 50% off or more.
