Sorry, I was reading the achievement description rather than the actual requirements. I've read that I have to switch religion, but a little bit of a pain atm due to high prestige and being defender of the faith (literally can't switch)
For this event to fire, you have to finish certain missions. Out of the head:
The one in which you have to have a certain amount of trade power in the baltic trade node.
The one in which you have to have a certain amount of trade power in Lübeck.
Those two and then, iirc, the one with the pope.
Had done a short trip into Riga upon launch of the DLC, so I could miss a mission, but overall that's the course - doing missions to get the event for either enabling blessed or salvific plutocracy.
