Anyone know where the "Theocratic Plutocracy" Decision is on the government reforms?
I can't see it, does it unlock via an event or something? Or am I just blind?

You mean the blessed or salvific plutocracy?
If not, I'm a bit puzzled what exactly you're looking for.

Yes!

Sorry, I was reading the achievement description rather than the actual requirements. I've read that I have to switch religion, but a little bit of a pain atm due to high prestige and being defender of the faith (literally can't switch)

Yeh switched to Protestant and got the salvific plutocracy over the catholic one (forgot the name). Honestly, really enjoyed the achievements foe this and you can play a really tall Riga based on the buffs Riga gets based on the no of european provinces you hold.
