Native american tribes, preparing for embracing feudalism.
Heres what i did took till about 1520 and the europeans still havent arrived but here is how it seems to work for the native americans.

once u have embraced the native reforms and are waiting for the europeans to arrive, upgrade say the development of youre capital until u can see on institutions the 100% feudalism (it might take for all development numbers to be about 13 on each)

Now u just have to get next to a european colony with a core with one of youre own cored provinces, reform the native government and u should be able to embrace fuedalism straight off the bat. And once u embrace that u can get going as a modern thought slightly behind native american nation.

Then once the other institutions arrive its just a natural progression, if anything the natives unless something spawns in the americas may lag behind until mid game, it seems to add an additional layer but reduces early to mid game behindness, but extends mid game behind on tech into the mid to mid late game.

its ck2 mechanics and is probably needed but probably needs ahisstorical avenues for natives to get ahead quicker in rare circumstances.

Small side note once youre capital is upgraded to be fuedalism 100% ready to go, then colonisalsm spread % upgrades come next

As soon as you reformed and have a western neighbor, you can start westernizing, which gives you all institution said neighbor has embraced. So, embracing feudalism by yourself isn't that beneficial

exactly you need a western neighbour to reform, but u can assist the spread by doing some early development work

that said in my game as the iriquos ( yeah its spelt wrong) ive got norway with 2 colonies in florida and the spanish in cuba in 1544 ( cant see the spanish) and its actually the ottomons that have settled 3 empty provinces away in minmaq , so yeah the 1.18 and rights of man has made the game depending on more randomness - which makes for less predictable games and thats good. So now im busy building colonies towards the ottomons so i can get the fuedalism tech spread and get rolling

No, it doesn't matter. You will get all the institutions already embraced when you reform. Developing early for that doesn't matter but you want to develop anyway if you have spare mana.

Eh? Paying the +50% cost can occasionally be worthwhile but it's pretty far down my list of mp uses as a tribe. This is exacerbated by the fact that much of the terrain available also has negative modifiers, there aren't a whole lot of non-tropical grasslands or farmlands in the Americas...
