Prussia not forming
Hello,

I am currently trying to get the "Ultimate Military" achievement, but Teutonic Order isn't reforming into Prussia as my vassal. The should have everything they need and they have never formed it before.

Am I somehow missing something there? :)

Well, i cant look up if Teutonic is even eligible to form Prussia when being a subject, since the EU4 wiki is somehow broken when it comes to those nations, but if they are eligible then it is still super rare for them to do it.

Prussia forming is a rare occurence in the game anyway, but that might change with 1.34, since Danzig will apparently get some stuff to form a prussian Republic.

They should be able to do it too, because prussia is always able to be formed as vassal. Already released them too and that did nothing.

Then i dont know. Are you playing with any mods?

I see three possible but unlikely reasons why they don't form Prussia:
  • Königsberg is not in a state
  • Prussia exists somewhere on the map
  • they were never at peace when the AI considered clicking on decisions( I think they do it once or twice per month)

This is not true. Only Brandenburg and the Teutonic order can form Prussia while being a vassal, but other countries have to be independent.
Question for the experts:
Will it be possible to integrate the Teutonic Order and after release Prussia instead?
I know that at certain moment you can release Greece instead of the Byzantines (not sure if it is related to date or tech or both), so maybe it can be done with Prussia too. If it can be done it will solve the OP problems with the achievement.

There is a special event for Greece, that can happen late in the game for a nation that has the respective provinces under control and when Byzantium and Greece dont exist, that will create greek cores one the respective provinces and deletes all Byzantium cores. Thats how you can release Greece.

I cant access Prussia in the wiki, but i am fairly sure that such an event doesnt exist for them, so it should not be possible to release them because there are no prussian cores. Someone has to form Prussia first to create prussian cores, then you can release them after full annexation.

Releasing Prussia would require that there is a province with a Prussian core(which has the correct culture and prussia must not exist). But a prussian core can only be created if y country forms Prussia(rebels are not an option, because Prussian separatists require a prussian core).
It works for Greece, because there is an event which creates greek cores.

Try to log out, use incognito mode or a browser in which you are not logged in. Then you get the cached version of the page which still works. I'll try to poke the wiki admin again if they can look into finding a solution

Well, i am not logged into anything right now. Just tried incognito and it doesnt work as well. The Teutonic Order page has problems now too. Not that big of a deal though, i have looked at them often enough to almost recall what is written there.

Weird. For me it works when I log out of the wiki.

It is probably failing because it also tries to transclude the prussia decision. Something about them makes the wiki fail, even though they are not really special or complicated.
If you want to look at the formation decisions, you can also see them at https://eu4.paradoxwikis.com/Formation_decisions

They have it as a state, prussia hasn't existed so far and I have let it run for a year and they did not reform into prussia. Dunno what is bugged there. :(

Ah, good to know. Havent seen that page before.

Its weird that the TO page is failing now though, since the Prussia page had problems for me quite some time now. I actually assumed its maybe a work in progress since TO gets a significant update next version.

Can you post your save somewhere so that I can have a look at it?

You could also try to melt/deironman the save and switch over to the Teutonic order to see if they are able to click the decision.
Too bad, I liked the idea of at specific moments if an old nation does not exist, the cores switch to a "modern" one. So, if that is not a possibility... it is weird because the requirements are done according to the screenshot.

PS: I can't see the Teutonic Order wikipage neither. To me it is a blank page.
