How to make a migratory tribe "settled"
So I'm bored wandering my tribe around Alaska and I've decided to settle, but the Settle button for my chosen province is greyed out because "Our tribe is not settled". How do I become "settled", so that I can settle?

goverment reform lvl 3 can settle all tribal land. or lvl 5 when you change gov type.

can also settle if you finish the federation reforms

Hmm, might take a while - maybe using the extended timelines mod to start in 2 AD wasn't a good move!

I guess the fact I'm not settled is the reason it won't let me build war canoes, too?

You can build Transport ships (I just built Transports after tech upgrades) but only when your Migratory tribe is currently at a coastal province capable of building ships, and only after that province has generated enough minimum sailors for the build.
Although your question was from a year-old post, I was searching for answers on Settling a tribe in EU4 and this thread helped, although I also was experimenting with 2 AD start in the ET mod.

That last statement - "can also settle if you finish the federations reforms" -- that's not accurate, at least not if you use Extended Timelines Mod and start in year 2 AD. Not sure if an unmodded game is different, but I suspect this is also a problem there as well, because in-game when I play a Federation Leader, and have finished all the 7x reform/buffs, the last button is the "Federal Constitution" to consolidate the tribes and form a Kingdom, and when you hover the cursor over that button, one of 2x prerequisites is "X -- Not Migratory Tribe" (it's a Red X denying the button's use unless the tribe is settled). Maybe the game changed/updated since you posted this? I just wanted to ensure anyone coming into the message board knows that there are challenges to settling a migratory tribe in EU4.
