Issue with declaring war

Hey sweet people. For context: I am playing an ironman campaign with all dlc enabled as Florence. I formed Italy, am allied to Spain and Portugal and recently declined a call to arms of Commonwealth who indirectly attacked Portugal. Ottomans took advantage of this and attacked Commonwealth. Retaliatory I wanted to attack Ottomans together with my allies but my "Declare War" option is greyed out. There is no cause stated for it being impossible to declare war, I have no truce, have a claim, am able to threaten war, am able to enforce peace but, as stated am not able to declare war to check if Spain and Portugal (who is now at peace again with Commonwealth) would come to aid. Same happened to me a few months ago. It's hard to remember exactly but all I can say it's that you wont be able to declare some wars until the "dishonored call to arms" modifier it's active. Maybe it will only apply on the Commonwealth but you wont be able to declare on any country that it's at war with them at least until the current war it's over. Sorry I cannot be of any more help.

That is already very helpfull and I imagine that might actually be the case.

This looks like a bug to me. Either the bug is that you can't declare the war or the bug is that the game doesn't tell you why. An open call-to-arms prevents war declarations and maybe the game doesn't correctly reset this in case you decline the call-to-arms.
Did you try if it helps to restart eu4?

If restarting doesn't help and you still have the save in which you can't declare the war, it would be useful to make a bugreport about it unless there already is one
