Burgundy inheritance didn't happen
I played Brandenburg as emperor. Its 1516 but the BI event didn't happen. Burgundy automatically joined the empire without emperor notice or permission or event.
Bourgogne house has strong claimed heir Jean de Bourgogne :)

Is this a bug.

Not necessarily. Maybe they just joined because they wanted to. The emperor doesn't get to veto the joining or leaving of the HRE.

The BI only happens if Burgundy is not the emperor and their starting heir Charles becomes ruler and then dies while one of the following is true:
* no heir
* heir is below 15
* heir has a weak claim(below 40 legitimacy as ruler)
*heir is the Marie from the event

If the BI doesn't happen till 1500, Burgundy can join the HRE via their mission tree. This doesn't prevent the BI(but they are much more likely to choose the emperor). If the emperor gets asked when Burgundy wants to join depends on the circumstances (see the wiki for details[eu4.paradoxwikis.com]).
As above. If the starting 2-0-4 heir Charles dies before ascending to the Burgundian throne, or if he gets an heir with Strong or Average claim that isn't Marie from the event, the Burgundian Inheritance simply never happens. Burgundy does get a huge debuff to Chance of New Heir (and has the "Introduce Heir" button disabled) while Charles is on the throne to make the Burgundian Inheritance more likely to fire, but it's still possible for them to randomly get a good heir and stop the succession crisis from ever happening.

I replay Brandeburg 4 times and in all of the game, Burgundy kings live too long in 1500s. Emperor doesn't have PU option over them. Most of the cases, France declared wars of PU over them. This seems to be ridiculous.
