Stateless Society

Can i change any Tribals into a Stateless Society? i dont wanna use console cheats. Is there a way to play as Stateless Society? the Government is allways locked :( it says i cant switch to it

Pretty much all tribal level reforms are locked because reforming those involves the kind of government that they are explicitly supposed not to have. Theoretically if you start with any of the Gond Kingdom (Gond primary culture and Indian tech group), Matrilineal System (Nubian primary culture), Tribal Despotism, Tribal Monarchy, or Zulu Tribe (start as Zulu) governments then you should be able to switch into Stateless Society, but that's it.

Even dancing around the mechanics to make yourself back into a tribe will just land you as Steppe Nomads who cannot switch out either, so it's generally speaking a no-go.

Neat trick given that there really hasn't been any such thing as a truly stateless society at any point since the first cities were formed.
