Can't choose Siberian Frontiers as a custom nation
When I'm creating a custom nation I can't see Siberian Frontiers as an idea. I have the DLC, and im not running any mods. Is there some prerequisite to choosing it that I'm missing? or is it just no longer an option for custom nations?

Diplomacy tab, "may establish Siberian Frontiers".
