-has a stability of 3.
-has embraced feudalism.
-has completed the Economic, Innovative or Administrative
When you say you can not embrace Feudalism, are you trying to develop it? You should be able to get Feudalism from Manchu tribes, just conquer one province from them.

This is the most baffeling set of words I have read on this forum, nay, on all the steam forums. I have so many questions. How do you... and its 1700... and but Russia? And reform soon.. but it's 1700... and by the time you expand? How are you playing this game?!

Well i guess at the start, it is no different then starting as an America's tribe, the only difference is, in the America's you only have about 100 years MAX of grace period before the all mighty Euro's come a knocking, but in Siberia, he kinda has a point that the only one you really need to worry about getting close to you in a VERY long time is Muskovy/Russia and by the time they become Russia and start colonizing all the way to the pacific, takes a few centuries so in the end it gives you ALOT more time of "grace" period before any real threat comes banging down your door.
Though i do admit, not reforming by the year 1700 even in siberia is VERY Extreme(shouldnt even take you to 1550 really)
I have a fun Custom Nation (based in Western Europe) Game going on right now where Denmark took Novgorod early (so no forming of Russia). Muscovy got beaten hard by PLC and was forced to release Perm (after that PLC lost interest in the region and tried to conquer Hungary for 100 years now).
After Denmark got beaten by a coalition (Hamburg and Lübeck were a bit too much) Muscovy finally beat Denmark and formed Russia around 1600.
I just for fun guaranteed Perm and Kazan/Nogai remnants are allied to Mega-Timurids. So no expansion to Siberia for poor Russia.
Now it is 1670 and I may lift the guarantee soon and allow expansion if their current ruler dies heirless and my Dynasty take over.
Russia will typically reach the Pacific early in the 17th century. There's an achievement for basically getting there before 1600 (I know - I only got there in 1603 in my Russia game so just missed it, but I'm a noob).
