how do i form brazil as portugal

"Flee to Brazil decision for Portugal" is free freature.

You need Colonial Nation in Colonial Brazil region with at least 20 provinces, and Portugal must have less then 5 provinces in Europe.

P.S. It is possible the condition is 5 OR LESS provinces in Europe.

No. It requires Portugal tag.

To change into Brazil through this decision you need to be Portugal, and own less then 5 provinces in Europe.

Yeah, I understand it now. You also need 20 provinces in Brazil region tho, and Admin tech 10, so it wont be easy to achieve at early date anyway.

Well, you will not "own" these provinces because you will change country tag to Brazil and get Portugal under PU. It is not same as "moving capital there" as Portugal.

If the province was owned by Portugal, it will still be owned by Portugal. You will only own provinces that were owned by your former CN Brazil.

Yep. Just if the Portugal owns half the world (outside Europe) it will cost too much and may take forever to integrate.
