I don't know of a way to directly tell a vassal to do so, but I suppose you could try setting the provinces to 'vital importance' and see if they do something.
Hotkeys to get to the mapmode: F1 -> 3 -> d then click the province to red as 'vital importance' then wait for the vassal to claim
AFAIK you need Espionage ideas. One of the ideas says "may fabricate claims for vassals"
Tested it out. After you unlock Espionage idea 5 Claim Fabrication, you will build up Spy network with target country yourself. But then you can spend the Network to fabricate claim for your vassal, as long your vassal has neighbouring province with target country.
edit: have they always had -20% AE?
Was moved from influence idea I believe.
Since Espionage got now -20% AE and get -25% stab cost with innovative it MIGHT be worth a shot
And for Hordes/Poland/Hungary for 30% cav strength ofc
Else the rest of the policies just suck too much...
They should definitely look a bit further into policies since the rework enabled to pick a lot more for free with certain NIs and decisions...
