Another unlawful territory thread (I'm sorry)
What is the new meta to avoid UT demands? Emperor ask you to return provinces EVEN if you are at war, which is good I guess and I'm quite happy that they fixed that exploit. But how do you avoid it now?
The "ally the emperor" was always wrong in my experience and in a recent run the emperor asked for UT return even when I was at war WITH AUSTRIA as my ally and we were fighting the same war

if u dont ally emperor i dont think its possible now

Have strong enough allies that the Emperor won't attack you.
You can also click on the province or the HRE menu and click remove province(s) and it'll remove them from the HRE so the Emperor can't attack you.

Allying the emperor also doesnt work anymore. But now the emperor at least asks us for UT when we feed our vasalls, which is huge. Vasall feeding is finally possible in the HRE.

I wanted to start as a small tag in the HRE, so nobody strong will want to ally me since I also play in hard difficulty

This does not work, as you must core the province first before you can remove it from HRE, and emperor can still demand it while it is being cored.

I thought it used to be that the Emperor wouldn't ask you if he was at war. So if you can win a quick war and core before he finishes the war.

Force vassalize then annex. Repeat until you become emperor or dismantle the HRE.

Nope. That's one reason you want to become Emperor or dismantle the HRE. If you really need to conquer a free city before you do one or another (say, Lubeck as Brandenburg), you'll just have to eat the penalty.

You can also time your wars in a way to get as much provinces as possible in one war. In my experience, the emperor will only ask for one and not for the others. You have to get the relations of almost every hre member to 100 though, to really get something out of it.
