I would say the ones that change the game the most are Art of War and Rights of Man.
Past that it depends on where you play/religions you like.
-Russia: Third Rome
-Britain: Rule Britannia
-Europe or Catholic: Emperor
-Asia: Mandate of Heaven
-Middle East: Cradle of Civilization
-India: Dharma
-Iberia: Golden Century
-Cossacks: The Cossacks
-South Asia: Leviathan
-Africa: Origins
-Protestants: Common Sense
Of course, most DLCs have features that apply to all nations. I recommend you get them based upon where you play or what new features you want. Push come to shove, I would recommend you get AoW and RoM, past that I would say Emperor and Common Sense.

That said, I recommend getting at least the following.
Art Of War:
* League wars for the HRE
* Revolution Targets at 1700's
* Sortie garrisons to assist in an attack against enemies sieging your fort
* Army Templates
* Give orders to Ai armies (Click a province and make it a target). - This is finicky atm
* New Vassal Type March. Buffs armies but they don't pay you.
* New CB's (Reasons to go to war), as well new peace deal options
Cradle Of Civilization:
* New governments for Mamluks, Fedual Theocracies and Turkick Arabic Tribal Federations.
* Islamic Schools
* Army Professionalism - You will always use this regardless of location
* Exploiting Development
* Some more mechanics/events/buttons for Muslim countries
Mandate Of Heaven:
* Adds Ages to the Game.
* Fleshes out the Chinese Empire with New mechanics, events, and missions as well as fleshing out east Asia in general.
* New Mechanics for the Japans
* Adds Tributaries
* Diplomat Macro Builder. - This is the biggest reason to buy this dlc this is a massive QOL improvement and I would have a hard time playing eu4 without personally.
Res Publica:
* Merchant Republics are fleshed out, Netherlands are Fleshed out.
* National Focus - I use this every game nearly 100% of the time. it allows you to take 1 point from 2 monarch point categories and add them to your 3rd.
I.E:
Admin : 8(-1)
Diplo : 8(-1)
Military: 11(+2)
Rule Britannia:
* Fleshes out the British Isles
* Innovativeness - you will always use this regardless of location
* Naval Doctrines
El Dorado :
* Custom Nation Designer
* Explorers can automatically explore areas via missions
* Treasure fleets from colonies with gold mines -Great if your colonizing Mexico/South A.
* Hunt Pirates Feature - Shared with Mare Nostrum

These are the dlcs I'd still recommend but have some controversy around the mechanics.
The Cossacks:
* Set Attitude towards AI
* Favor System.
* Trust Mechanic.
* New Tengri mechanics
* Province Razing as hordes. - Playing a horde? (Mongolia, Uzbeck, etc.) You want this DLC specifically for this mechanic.
*Threaten war
Leviathan:
Leviathan was an absolute joke on release but I would recommend getting this especially if you're playing with the favor mechanic. Although it seems some people cannot run the game with this dlc currently.
* Pillaging Capitols in peace deals
* Currying Favors
* Trading favors for cash/manpower/trust
* Monuments -Although this is fairly sparse atm
* New colony Mechanics
* Concentrating Development - Basically you can steal dev from other parts of your country/vassals and put it in your capital.

Emperor:
* Fleshes out the HRE and Revolutionary mechanics.
If you're playing in Europe you should get this pack, If you're not Don't worry about it.
Dharma:
* Fleshes out India with new mechanics and mission trees
* Estates got some more love
* Charter Companies - You can buy land from other nations that are on a different continent.
* Trade Centers have 3 levels and can be upgraded.
* Colonists can be used to develop land instead of looking pretty when you can't colonize anything
Common Sense:
* Province Development - Free mechanic as of 1.28 apparently
* New mechanics for Theocracies, Protestants.
* Government ranks (Duchy, Kingdom, Empire)
* New subject interactions - This is the reason to get this DLC.
Third Rome:
* Fleshes out Russia
* New Orthodox mechanics - This is basically a requirement if you're planning to play orthodox nations.
* Mission trees for Muscovy, Novgorod and the Russian princes
