Lagging behind in multiplayer at 1 speed.
Starting about 3 months ago I started lagging behind in multiplayer to the point the game is unplayable. I play with two other friends and we have never had any problems. We normally play at speed 3 with no issues. I seem to be the only one who is lagging behind though. I have been trying to fix it for the last month so here is a list of things we have done.

-updated my Network drive
-replaced my ethernet cable
-played solo at speed 5 with no issue
-uninstalled and reinstalled the game
-manually check the hardware and clean the PC altogether
-EUIV is the only program running.
-played without DLC's
-used CCleaner to check for malware
-did any and all Windows updates
-checked ISP for latency issues

I play Ark with one of the people who I play EUIV with and I have no issue. EUIV multiplayer is the only game I have this issue with. We have been playing together for over 3 years now and this is the first time we have ever had this issue. I move in Aug of 2021, however, speed tests at speedtest.net show that my download and upload speed is about twice as fast what it used to be. If anyone has any suggestions please let me know.

TL:DR Lagging behind in multiplayer at 1 speed and tried all the things in the list to fix the issue.

Did you launch with nakama or steam multiplayer
Try both

I always launch through steam I haven't heard of nakama. Steam always takes me to the launcher.

If you launch eu4 from the library section within the steam client, you get the option to play with the nakama multiplayer backend instead of the steam multiplayer backend. Your friends also have to choose that option so that you can still play with them.

One reason for your lagging could be that the connection between your ISP and the steam servers is slow and there is no direct connection possible to the host. Or it could be that you have a direct connection to the host, but that connection is slow. I think the host can influence if a direct connection is possible by configuring a port forwarding for the ports which the steam muliplayer uses (or deactivating such an option and other ways how steam might allow a direct connection through the firewall). Nakama uses different servers and I think also different ports which might already fix the issue.
Another thing which you can try would be to change who is host.
