Is it worth it to form dalmatias as venice? Also how it is done?

Almost certainly not, and you'll need to culture-shift to Dalmatian to do so. You'll keep your Venetian missions - unless you first form Croatia, because the two share that mission set. The ideas are mediocre either way, focusing on trade and sailors for the most part, with a bit more infantry militarism for Dalmatia.

In other news, has anyone else noticed a remarkable tendency for Syria to emerge at least once in any given game these days? The option to release countries is being taken by the AI more often now it seems.

It is not worth in singleplayer.
In multiplayer it is.
Provided Venice is slotted and doesnt die to austria day1.
