Concentrate Developmen in Mandala System bugged?
I am playing Suni with Mandala System ''Allows the nation to use Concentrate Development without losing any development, instead adding it to the capital province.''

Yet when i try to concentrate a 3 province state from my vassal (I just gave those 3 provinces to them in a war) it says: 8 dev will be taken 234/234/159 and it will buy 1/1/0 in my Capital.

So is that Mandala bugged, useless or working as intended? Because i rather switch to Iqta and have awesome bonuses then Mandala with -33% Gov Cap.

Edit: "Broken" is misleading, that usually is a synonyme for "overpowered" - rather use "bugged" or something like that.

I never noticed that change to this reform, i will check it out. My guess is that it just doesnt work on vassals - since they most likely have a different government.

I understand now how it works - the development you lose gets converted into monarch points, with which then new development will be bought in the capital

During this process you normally LOSE 20% of the converted points, with the mandala system you will get the full monarch point amount.

Its just not about the development

That's explain why i can only buy 1/1/0 because deving my capital cost 195 dev now. So Mandala Systems is great early and rather useless from mid/late game when your capitol already have over 50 dev and you dont need extra vassal force limit.
Yeah, it would've been way more powerful back in 1.31, as back then Concentrate Dev/Pillage Capital looked only at the raw dev numbers. Enough people complained about how common 500+ dev capitals were becoming that the mechanics for dev transfer were reworked to look at the monarch point cost of each dev point instead. It's not that great now that you can no longer create a sprawling megalopolis through concentrating, but hey, it's still a free "press this button and you can core every province you just conquered cheaper" mechanic.

It's not bugged, it's just ♥♥♥♥.

Concentrate/pillage were nerfed into the ground. They're slightly less terrible if you're Mandala government, but still atrocious.

Actually, i just let it run through my head and found a single decent use:

With the Ethiopian Government.

It reduces cost to move capital by 75%, meaning even at max development difference it costs only around 120-140 (200 + 300 + distance cost / 4) - with the 50% dev bonus from 1.000 development you could just spam move the capital and gain development via exploiting your colonies or trade companies ^^

So instead of a 500 dev capital you could get for example a 2.000 dev Anatolia xq

A combination of "blobbing" and playing "tall" xq

Yeah noticed that in my recent Ethiopia game as well. I moved the capital to Harer and then Zeila. The only problem you kinda have is that it moves trade capital as well and you have to be careful to not move it to a trade company region like Zanzibar area.

You can move the trade capital seperately, thats not a problem. Only problem is changing regions - as it would reset ALL trade companies of that region.

Thus it needs to be a decent region - like Egypt, or Anatolia.
