I never noticed that change to this reform, i will check it out. My guess is that it just doesnt work on vassals - since they most likely have a different government.
During this process you normally LOSE 20% of the converted points, with the mandala system you will get the full monarch point amount.
Its just not about the development
That's explain why i can only buy 1/1/0 because deving my capital cost 195 dev now. So Mandala Systems is great early and rather useless from mid/late game when your capitol already have over 50 dev and you dont need extra vassal force limit.
Concentrate/pillage were nerfed into the ground. They're slightly less terrible if you're Mandala government, but still atrocious.
Actually, i just let it run through my head and found a single decent use:
With the Ethiopian Government.
It reduces cost to move capital by 75%, meaning even at max development difference it costs only around 120-140 (200 + 300 + distance cost / 4) - with the 50% dev bonus from 1.000 development you could just spam move the capital and gain development via exploiting your colonies or trade companies ^^
So instead of a 500 dev capital you could get for example a 2.000 dev Anatolia xq
A combination of "blobbing" and playing "tall" xq
Yeah noticed that in my recent Ethiopia game as well. I moved the capital to Harer and then Zeila. The only problem you kinda have is that it moves trade capital as well and you have to be careful to not move it to a trade company region like Zanzibar area.
Thus it needs to be a decent region - like Egypt, or Anatolia.
