If your army always went into battle with like 65% of morale, then you lacked a damn lot of Morale of Armies modifiers, if you were actually on the same tech as your enemy and you had army maintenance on full.
But you are also playing on a mod, which can easily change numbers and that certainly had to be done. The original game is balanced around 1444-1821.
So yeah, I'd load a save from just before a battle (or recreate one if you can) and get a screenshot of the battle window. Mouse over your morale and the enemy's and you'll see exactly what's going into their guys.
Check what modifiers exist to the country beyond those of ideas and ruler traits. There may well be several things which bolster and restrict the effectiveness of any given nation at such a start date.
The 65% morale, is either cause of a mod, or you are way behind in military tech, and you lack prestige, powerprojection and army tradition. Compare all those to your rivals, and see if that is the awnser. There is also golden era, that will give 10% morale, and there is other events in the game that can also boost morale and dicipline. But 65% is a big gap that you shouldent have.
