Was the low framerate the reason that you wanted a higher refresh rate in the first place? The only impact that the refresh rate has on the framerate is that you can't make use of a framerate which is higher than the refresh rate.
Ok so, if I am zoomed in on one province while paused, it's at 60. If I zoom out to view the entire map, it is at about 42. I wanted it to be a little higher than that to get the most quality out of my rig. If I remember correctly, when I had my gtx970 in, I was getting better numbers and I wish I knew why.
You can probably get a higher FPS if you reduce all graphics setting to their minimum and use a mod like fast universalis. But I don't think that it is worth it to reduce the quality for more FPS.
Were the higher FPS with your gtx970 with the same eu4 version? If not, you can try the version which you were playing with that card and see if you get more FPS with that version. It might be that newer versions are worse.
One thing you could try is to dismiss all notifications. In the past it has happened that some notifications were recalculated with every frame(e.g. that you can make new states). The worst cases have been fixed in some way, but maybe some of the notifications still have an impact
I don't think it is worth it to reduce quality either. The FPS I have currently is fine, lately I have just been trying to optimize everything for efficient, pretty visuals of the highest quality. Yeah the GTX970 was most recently used on 1.31.
