Not necessarily- if you can drag in several sufficiently large allies, plus save up/take loans and hire mercs over your force limit, you can take on a nation significantly larger than you. Then use their forces as a battering ram to drive your own expansion.
Also, note that if you get your dynasty on their throne they'll probably stay there. So if it's really impractical you don't have to press for union right away; you can focus on your own expansion and look out for the next opportunity to catch them heirless.
Muscovy allied with Commonwealth is a bit unusual, and pretty unfortunate. That said, there's a reasonable chance that they'll break up once Muscovy/Russia gets permaclaims on like half of the Commonwealth.
