Great Land and good starting positions overall. Breaking out from Burgundy is very easy too
Get Burgundies rivals to support your independence. In the best case scenario that would include Austria (probably worth restarting until they rival Burgundy actually). Declare on Burgundy letting your new allies smash them (could even wait until they're at war with France or England or somebody for extra smashability). Be careful in the peace deal not to take too much land (HRE AE will screw you over otherwise). Getting them to release their other subjects would be a good idea though so that they're easy targets for you and can't be inherited anymore. From then on carefully manage your conquests to avoid too much AE and target the provinces you need. Your alliance with Austria will prevent unlawful territory demands as well as ensuring nobody wants to attack you.

You can but then you lose all of your french provinces if you do, so not really worth it IMO.
Basically just get whomever rivals Burgundy to support your independence... then slowly accumulate the low countries, using the vast income of your small area to really fuel your army. The area is so wealthy you only need a province or two in the HRE with every attack.
Whether you're Holland or Brabrant your primary target should be Flanders first, so make sure they get to be free. Then take out the other nation if you can (e.g. take Holland if you are Brabrant).
If you can't, start picking off any one province nations with few or no allies. It may take time as you may need your own allies to help, so expect 10-20 years between wars early on.
Once you form NL you're basically rolling in money and you can go a lot of different directions, including colonization or becoming emperor or conquering France... etc.
And all the electors either against you or on side
And it can be a nation within the HRE just not the empire himself
