naval maintenance costs
What ways are there to reduce the cost of naval maintenance? I know there's the -10% ship cost in Maritime and the -10% ship cost policy from Maritime + defensive, but are there any other things I can use to lower ship costs, and in particular, heavy ship costs?

There's a list here[eu4.paradoxwikis.com] of things that affect ship cost, but it's mainly national ideas and traditions, so not really a lot of flexible options. Raising the parliament issue and getting the "Trading in Wool" bonus are probably the most accessible, and that's not saying much. Other than that I'd advise making sure you don't go above force limit, mothballing unneeded fleets during peace, and raising war taxes during war.

But really, the ultimate answer will be to make enough money that fleet costs just don't matter anymore.

This. That said, you also kind of need to be smart about building heavies and not overdo it. Lights, galleys, and transports are all pretty much dirt cheap to maintain but heavies are an entirely different ball game.

If you are getting the achievement for 500 heavy ships you can play as denmark. They get 15% maintenance. The achievement only needs you to have 500 heavy ships for an instant and no loans. Then you can delete some. I actually just got the achievement taking over england mostly but not completely so they could pull trade into the english channel. I took trade for the money. Unfortunately I also had to get maritime for this attempt because of ship costs and naval force limit. A decently calm game with conquest in the beginning. I was able to finish before everything goes to crap in the late game.

Heh, I did that one as a side thing when I did Poland into space, built up a massive monthly income by owning most everything east of Lubeck plus the rest of the Baltic node and just blew past the force limit with a shrug. Built them and immediately mothballed because wtf did I need ships for anyway?

Yeah it is way too many ships. I don't know how you would even use all of them. Maybe if you had a colonial empire and kept 50 stacks around for each sea or something. I don't always go for achievements but when I do I get like 4 in a row.
