You don't need to be an OPM. The Emperor favours small nations but more than one province is fine.
I was made Elector with four or five provinces once.
In any case you need very high relations with the Emperor.
But, as said, the only "guaranteed" way to become an Elector is to PU an Elector and Inherit (not integrate) him after 50+x years.
