Paradox removed "force vassalisation" from No-CB, Conquest, Reconquest etc... for a reason

We all know that you can no longer force a country to become your vassal unless you have the subjugation-CB. A very rare CB to get. Sometimes you have luck to get it from the Noble estate agenda. A more consitent way to get the CB is with PAID DLC missiontrees. You get some from earlier DLCs like Rule Britannia. To get the overwhelming majority of this CB you have own the newest DLC Leviathan where you get countless subjugation DLCs.

There are now two options:

1.
Paradox Tinto is incapable of bug fixing and they brake five new things for fixing one.

or

2.
They did it on purpose. To strengthen this claim i present you some effidence from the latest "hotfix": They removed a feature from the Dharma DLC to sell it again with Leviathan. https://www.reddit.com/r/eu4/comments/n4cd03/hey_pdx_putting_something_that_was_in_the_base/

Maybe its all a joke and they are really that bad at "fixing" or we enter the pay2win-era of EU4 . (Keep in mind that Majapahit was unplayble at 1.31, because you had to own the DLC to remove the starting disaster.

Maybe we get Lootboxes at the end of the year.

Nah, they didn't do it on purpose. That's tinfoil hat stuff. They are just scrambling to fix the worst release ever, and probably most of them don't know EU4 code that well, so they break stuff randomly.
