Philippine tiger achievement - Can I form Malaya?

Just curious if I am Cebu can I form Malaya and still get the Philippine tiger achievement. The Wiki says yes but the game says - *is Cebu

You have to be Cebu to get the achievement. Where does the wiki say that you can form Malaya?

Philippines Strategy
While the player must still own Banten, Demak, Kalapa and Pakuan in addition to all the provinces in 2 of the following regions: Borneo, Malay Peninsula, and Sumatra; the player could begin in the Philippines and build a good trade-based economy that, while it would take longer to form Malaya (as the player begins in a region not required to form Malaya), could be coupled with the Philippine Tiger achievement Cebu.

Seems like you have to currently be Cebu for the achievement. Nothing to stop you from forming Malaya after getting the achievement though. So it's certainly possible to combine them, provided you do them in the right order.

It says "could be coupled with the Philippine Tiger achievement as Cebu". As far as I understand that sentence, it means that you first get the achievement as Cebu and then form Malaya.
