Release the ones not in the HRE, you can easily pick them back up later or just conquer them.

Some should be PUs so you can get those loyal. For the rest, really depends on your diplomacy stat and whether you are willing to focus on this:

You have 4 diplo slots, +1 burgundy, +1 king of franks, +2 strong duchies -> you can have 8 diplo relations, so you need to pay 4 dip power each month. With focus and an advisor its certainly possible.

So how do you keep them and get them loyal? Declare a simple war, win and let it run till call for peace. Declare another simple war before you accept peace in first war. Basically, stay at war till your vassals are happy. As long as they are in a war with you, they cannot declare a war of independance.

Ideally, let the enemy siege down the rebellious vassal provinces, anything that weakens them is good for you (weakened rebels are less rebellious), and paying off their dept is a good way to lower their liberty desire.

(or wait for the bugrundian inheritance, choose PU under france and get everything integrated for fee)

I'm paying 6 as i am allied with Austria and Castile as well...
The cheesy way is to get the Burgundian Inheritance to fire, and choose to fall into a PU under France. This causes you to instantly annex all of your vassals and PU's completely free, for the slight downside of being temporarily subjugated by a nation that is now far weaker than you. If a player is in control of Burgundy, the event a few years later that normally causes Burgundy to be annexed for free by their overlord instead causes you to launch an Independence war against the nation that PU'd you, making for an easy return to your independent status if you chose France, since you've already crippled them. Alternately, you could make sure you don't have a truce with France, get a couple major powers to support your independence, and immediately launch an independence war manually.

As a burgundy specialist, i say you do not want to get Frances vassals. You are making your own.

I am not entirely sure why you would do that, when you can also let the event fire to annex all your stuff instantly but still be independent.

The option to remain independent is the only one out of the four that does NOT integrate all your subjects. If the HRE Emperor demands the Lowlands after you choose to remain independent, you get the option to enact the Great Privilege to annex your PU's, but this does not affect your French vassals.

Hmm, as long as it didnt change in Leviathan, the option to choose being independent and immediately integrate your stuff should still work. I know to 100% that it works in 1.30.6. Though it indeed doesnt work with the french vassals. If that is the primary point, then forget my comment.

Declare a war on someone, and offer tribute to release the ones you dont want

You can also develop the provinces of 1 or 2 then they are loyal quick
