With which DLCs do you play?
Can you still build normal buildings in the province? Things which prevent that also prevent the canal.
Have played several rounds where it is the same problem.
I do not use DLC except those that are free.
I use the latest version. The problem has been around for a while and I do not remember with which version it stopped working.
1.31 changed how great projects work and now they can only be built if you can built a building in the province, but to build in a subject you need the Rights of Man DLC. There is a bug there somewhere, because you can see and click the decision without DLCs. But I don't know if the bug is that canals in subjects need the Rights of Man DLC or that the decision is available without it.
It's a bit annoying, and they should take the decision off the list until you can actually activate it; but the time it takes to finish a colony isn't really that much of a game changer for a project that takes so exceedingly long to build in the first place.
