Or you can force the capital of a country to move to an HRE province by various means and that would make them a member.
Some countries(Burgundy, Papal States) have events/incidents to join.
But otherwise it is very rare for countries to join. They can join voluntarily if they are small enough and the emperor likes them enough, but the AI only does it in rare situations(mostly when threatened by outside countries). In version 1.30.1, there was a bug which caused the AI to always join when they could, but this was fixed soon after.
Vassals and personal unions are added to the HRE. I am currently playing as Austria and my Byzantium vassal is in the HRE.
Was there some kind of event that fired or something? Or did you conquer a Byzantine core and add it to the Empire before releasing them? I've never seen a non-HRE subject get automatically added to the HRE.
Likewise in my games as Austria and Prussia- makes me think he restored Byzantium from a province that he had previously added to the HRE.
