i got eu4 a while ago, i tired playing it with the help of a beginers guide, my economy got kill everything i looked up to help the economy required dlc, then the save corrupted i have a general idea of how the game works but for the prepare reconquista misson i cant get man power to 60 percent, i have built to force limit, reloaded save and used mercs to get there, but no matter what i do i cant get my manpower to 60% of the maximum

Manpower goes up over time. Just build to force limit then wait awhile for your manpower to recover. Generally you regain about 10% per year.

Stop recruiting troops or fighting battles.

Your manpower increases towards the maximum every month. If you recruit new troops, they come out of the manpower pool so -1000 for every new unit you recruit. And if you lose troops in battle their replacements come out of the manpower pool again, so if you're recruiting or fighting a lot it's going to go down faster than it recovers.
