fate of neumark not firing

Playing Brandenburg and the fate of neumark straight up did not fire. I've never had that happen before. Waited until well after the peace with poland expired, waited some more. Waited so long Danzig spawned in and still nothing. Has anyone ever had that happen before? I've heard if you have a bunch of loans it won't fire, but that wasn't the case for me.

You have to have fewer than 4 loans and Teutonic Order must not own Kolberg, Poznan, Stettin, Notec, Wolgast or Stolp. You also must not be at war with Teutonic Order and it has to be before 1466.

Okay, but they had all of their original territory and I had no loans.

They also must fully control the provinces in question. Teutons start off with some significant rebel troubles, and if separatists or particularists spawn in the cut-off area of Neumark and Dramburg, they'll occupy those provinces and the Teutons won't be able to do anything about it.

If that's not it either, then I guess you just had really bad RNG. The event has a decently high chance of happening, but nothing's guaranteed in this game; if it doesn't fire before 1466 then it apparently can't fire at all.

I've definitely never had any troubles with it firing while rivaled to them. They seem to start off rivaled to me almost every Brandenburg game I start, and I typically rival them right back. As long as you're not at war with them, the opinions of your two nations toward each other seem to be irrelevant.
