This additional Policy costs one Point of its category.
There is also the "Free Admin/Diplo/Mil Policy" modifier which, as the name says, increases the number of free Policies (so 2 (or more) instead of 1 are free).
If the additional Policy (in any category) is worth it (and you can afford the extra cost) depends mainly on your goals, your idea group choices and your playstyle.
So (without "Free possible policies" modifier) having three active policies in one category costs 2 points. Having four policies in one category costs 3 points.
If you can make use of the fourth policy depends. There are some extremely helpful Admin Policies (e.g. Adm+Infl, Hum+Off, Rel+Dip) but that is completely up to your goals/playstyle.
Edit: Note that you need at least four filled idea groups to get four policies in the same category (probably even more as you usually won't pick groups just for policies) so it is more a mid/lategame modifier.
Something not specifically pointed out but that certainly has an effect: late game you can almost certainly afford +3 or better advisors AND new tech comes at a slower pace (15 yrs vs 13) so you are likely not as squeezed on monarch points as earlier in the game which makes the policies more affordable.
