Ottoman Ruler And Heir 1-1-1 ( ALWAYS )
I'm almost in 1600 and the ottomans currently have 1-1-1 ruler and 1-1-1 heir. Most of their rulers until now have been 1-1-1 as well, which is very weird because before the update they always had above average stats. Did the update somehow broke the ottoman government or what?

So the Ottomans are bugged? Is that the reason why they do so incredibly bad in almost every of my games?

It's a reason. But they were doing horribly before this bug appeared, too. They need some serious buffs.

its not bugged seems mostly its to make sure its a little bit accurate for historically. Historically the ottoman empire started degrading its peak was 1600 or something after that they start tailing off.

It is bugged. The Ottoman heirs are supposed to get (2d4-2)+1 [limit 6] for each stat as part of the Ottoman government (as opposed to the "normal" 2d4-2. The bug is also hitting other event generated monarchs/heirs such as the talented daughter event. All of those events are giving rulers with just the added bonuses without adding in the die rolls.

On the bright side at least the OP has a ruler and an heir that has no '0'. A 1-1-1 heir is better than a 1-1-0 heir and arguably better than a 2-1-0 heir. It matters not who I play as I seem to often get heirs that have a '0' somewhere in their pips.

Then there is the advisors. I can have Universities in every province and still not get a single advisor that has my nations culture. Seriously, I can play as Castile and get Aztec or Ming advisors even when i control none of their provinces. One would think that having Universities would alleviate this issue - but nope. Not in my games. Wasting tons of cash and firing the advisors I still do not get advisors that have my culture.

Generals are just as bad. I should be able to get a general that has from 3 to 14 pips (or more) and spend 1000 military points before I might come across a general that has 6 to 8 pips. I never see a 3 star general. Not even when I'm constantly at war.

They claim the game is RNG heavy. Unfortunately the game seems to be anti-player. It's like the more you grow your country and the more experience your leaders should be getting they actually become less and less intelligent. This is all illogical!

Really out here saying its a feature not a bug...besides if they did want to nerf the ottomans theyd probably capitalize on how their faults at the time werent the Sultans' leadership... yet they would probably do things like lower professionalism since the Janissaries were starting to become more of a joke than actual soldiers and how their lack of colonial power made them fall behind as the Silk Road and other Arabic trade routes weakened. They wouldnt just start forcing 1/1/1 rulers on you without even telling you why

In my game they have regular rulers and heirs. Maybe it has something to do with you not having all DLCs?

Are you maybe playing on 1.31.4? The bug is fixed in that version. Or do you play without the Rights of Man DLC? Without the DLC, the Ottomans don't get their heirs from the harem events and are thus not affected. Player Ottomans are also less affected, because they get a choice of heirs in the harem event(IIRC several of the player choices have one fixed stat due to the bug).
