Panama canal
Is it a bug? because I can not build the Panama Canal. My colony owns the area, I have admin tech 28 and 45k ducats. It says I should be able to build, but nothing happens when I press it.

Probably got broken in the patch. Which version and DLC(s) are you using? (It wouldn't surprise me if the code got janked to require Leviathan)

I think the canal decisions are broken if you play without the Leviathan DLC

I do not use DLC.

I think the canals are supposed to be monument that pop when you take the decision, but since (if I'm not mistaken) the monument are only for the dlc, if you don't own the dlc, you can't build them.
