-Each coastal development now gives 40 sailors instead of 30.
-The amount of sailors ships need now increases as they become more advanced.
-Reduced number of sailors needed for Archipelago Frigate, Chebeck, Galiot, Galleass, Galley and War Galley.
So, better ships require more sailors. Also galleys take now less because they are useless.
Except for the part where they also made a full width of galleys better than a full width of heavies in the open ocean as well as inland seas...
Just use them as a fast suicide force to catch enemy fleets while your Galleys catch up?
Its a lot more nuanced than “Galleys always better herp derp.” The age old complaint people always had with galleys, that they individually sink quickly causing unavoidable loses and morale hits in most fights, is still true, for one. As is their speed being truly abysmal compared to other ship types, something which only gets worse as the game progresses, to the point of them having nearly just half the speed of a heavy. They also are going to take up 6 times more naval capacity, which seriously dampens their advantage in terms of maintenance.
