Effects of administrative efficiency.

Yes it makes coring cheaper AND faster.

Core creation cost reductions are additive. After these reductions are calculated then administrative efficiency is applied, reducing the core cost further by a %. For more details see the above linked article.

Returning cores...as in, giving someone else's cores back to them? That's a flat Prestige cost, isn't it? Nothing affects that sort of thing so far as I know.

Returning as in peace treaties.

Ah, so you have a core on someone else's province, and are claiming it back via a peace treaty? Well, it does kinda have an effect, in that it reduces the warscore cost of a province whether you have a core on it or not. A 30% warscore province would only cost you 27% warscore in a peace deal if you have 10% Admin Efficiency, and you having a core on it would make no difference whatsoever.

I'm not talking about conceding provinces.
There is literal 'return core' option to demand/offer in a peace treaty.
