The leviathan DLC adds a carpet siege button, but it doesn't do carpet sieging. It will just make the army siege automatically, but the army won't split up to do the carpeting.
You only need a DLC for the button which is called "Carpet Siege". But that button doesn't do carpet sieging, because it doesn't do the "carpet" part of carpet sieging. It is just an automatic sieging which sieges one province at a time. But if the AI still has troops, they can unsiege your provinces faster than your stack can siege them, because they actually do a limited form of carpet siegeing. And if you killed all enemy troops, they have time to rebuild them if you don't do actual carpet sieging to prevent that.
You don't. Carpet seiging just means splitting your army up into smaller bits to occupy as many provinces as possible at the same time. It's easy to do just by splitting an army in half a couple times.
What Leviathan adds is a button that's supposed to do that automatically, but from what I hear it doesn't work very well. You need the DLC to get the button, but you're probably better off without it anyway.
You dont need the DLC, like others said. The DLC just gives you an extra button to make carpet siege pointlessly easier. Its a luxury button that wasnt needed at all. You were always able to carpet siege before, it just took more micromanaging by splitting your army manually.
