Well it is their core. Of course they won't just give it to you.
AI will only transfer occupation of provinces of no strategic interest.
The AI will usually transfer it to you, unless they want it themselves, but that's still a choice. Occupying it in the first place has always been possible. I take advantage of that myself when an ally declares war for land that I want, if I occupy it before they can then either they peace out with me taking the land, or the enemy keeps it and I still have a chance to declare for it later.
The AI doing what a player would do in a similar situation makes sense.
Well maybe my memory is off, i've been playing for years. So i know all that. But from my memory you could prevent an ally from taking a province by setting it as the war goal.
