How can I invite a country to the HRE?

can the emperor invite a country bordering the HRE to join it? I improved relations, sent gifts, but I still did not understand how to do this. I’m a noob, help me, my friends!

You can't invite them. They'll join on their own if they're small enough, love you enough, and feel threatened enough, but that's very rare. Later, after you pass some imperial reforms, you'll gain a casus belli that can force other nations to join. I never use it, though. I'd rather just conquer them myself.

A country *would* join the empire if:
Their development should be lower than 100.
Border any part of HRE -and be in Europe-.
THEY have improved relations with Emperor to the required number.

An AI country will rarely to never join willingly the empire anymore.

Paradox nerfed it. They love to nerf fun elements of this game.
See you get/got IA from nations joining. Paradox didn't like that so they made it near impossible for nations to join.

What PDX did was remove the IA gain on nations joining.

They didn't nerf it. The only version which had a different joining behavior than the current version was 1.30.1. But in that version all AIs joined the HRE as soon as they could which was clearly a bug. 1.30.2 just restored the old behavior. The patchnotes say about that[eu4.paradoxwikis.com]:

Reverted misstake that made AI ignore it's logic for joining HRE.

I would like to have a diplomatic button to ask nations to join the empire. Of course it wasnt historical correct, but we all know that history is gone after you unpause and i will be damned when there wasnt even one situation in the past where the emperor or any duchy has asked a small non-HRE nation to join the empire.

The button should be a no-brainer though.
