I started a game with friends who are teaching me as i go. We started in 1018 and created our own nations. me being Portuguese decided to create current day Portugal cause i know the history and the geography fairly well. Is there a decision down the road to create portugal officially or even spain?

In the normal game, there is no decision to form Portugal, but you can form Spain militarily[eu4.paradoxwikis.com]. But if you started in 1018, you are playing with mods (or maybe you are in the wrong forum) which might add or change decisions
