Report a translation problem
This changed one or two patches ago (not sure if a bug or intended for whatever reasons):
Before the change the Imperial Mapmode coloured only provinces belonging to the HRE (and the capital of a non-member Emperor).
Now it colours all provinces of all members regardless of "HRE status".
I hope this is a bug and get fixed in the next patch.
As others said: You normally don't add provinces to the Empire directly when conquered/cored.
You keep them out of the Empire and then add 50 at once to pass a reform. With how the mapmode currently works it is a pain to check every province to check if it is already part of it or not. (Of course you can add provinces per region/area but even then you can always miss one or two).
