So is the Korea mission "Righteous Army" broken?
I've played Korea a couple of times and never completed this mission even when I think that I have the necessary triggers. According to the mission requirements I need to be at war with any country where their army strength is 1.5 times mine. That seems to be pretty straightforward. Since you can see number of enemy regiments when declaring war, I built up my army to about 60% of Ming's and then declared war on them using Mandate of Heaven CB. Nothing. Reloaded the game before declaring war, cut troop strength to about 50%, then declared war and still nothing. Reloaded again and cut troop strength to 33%. Declared war again and still nothing.
Now, each time I did the above, I waited a month before reloading to see if the game needed time to register. The requirements make no mention that I needed to complete or win the war and it says "is at war". Doesn't say I need to be defender. The only other thing I can think of is that the game might make strength adjustments depending on quality of troops but cutting numbers down to 1/3 from 2/3 limit didn't do anything so I don't think that is the problem.
Quite frankly the mission bonus is just manpower so its not that great but as a completionist this is driving me a little crazy.

I tested this by declaring war and deleting all my army as Korea, mission was filled instantly. So it works. The question is probably, how "Army Strength" is calculated. Only Infantry? Tech? Generals? I don't really know and the game does not explain it.

OK, let me try reducing my army even more. I think my navy is more than 60% the size so I might reduce that first. It is very weird.

OK. It looks like navy strength is not counted as removing parts and then all had no effect. In terms of armies, I was wondering if in addition to numbers of regiments, if the number of different armies had any effect but that didn't seem to have any effect either. I was wondering if artillery has a higher value and Korea has that mission to get 30% of army to be artillery. I removed all my artillery but that didn't do anything either. It wasn't until I brought down the number of regiments to about 17% that it worked. But I had to wait until a new month before the mission completed flag shows up. I do think there are other factors that are involved but I found it curious that as soon as I got that mission completed flag, a number of mercenary units became available.
Still, looking at the game I saved after I did that, there doesn't seem to be any interesting bonuses or mods - just the mission completed. Very boring. They should remove this mission.

The point of the mission is to refill your armies at the close of or during a long drawn out war which may not be going your way, giving you a little umph the be able to turn it around.

So the enemy having 50% more army strength than you doesn't have to be true at the start of the war but it will trigger if at any time your army strength falls below that? No wonder I never got this before - I am very careful that I am stronger than my opponent before I start a war and that I have a CB. I think the only time playing as Korea that I was the recipient was when I refused tribute to Ming and they declared war of me.
