No. I looked into the file, you only need to directly own all your cores. So if you lose one provinces, or conquer one core it then lost it, it won't fire.
do'nt need to unpause the start screen of the game... (If you did it in a real game and didn't get the archivment, it's not ''easy way'' it's just correct a game bug ;) )

why bother ? you can just revoke your cores you don't own ^^
