Report a translation problem
I've read on the paradox forum of issues with this achievement, and the people who got it just did as said above.
If you picked a non isolation option once that might be the issue.

Its not that i picked a non iso option its that i dont even get enough events to fire to get max iso even if i pick the max iso options every time.
Same. Only it was like 3 of them that didnt let me max isolationism since the event to up it fired a single time at the start of it and never again till the next event started -.-
The first event (the piracy one) fired when I was a Daimyo. I picked the isolationist option in the start event and also in the 3(?) follow up eventsover the next 10 years. When the event was completely done, my isolation status changed and the achievement counter correctly listed 1/6.
The second event (Neo-Confuzianism) fired years after I became Shogun. After completing it, the counter now says 2/6. So it works as Shogun, too.
I see what happens when I form Japan but I think the achievement is only tied to your religion, not to your country/government form
