In my documents there is no folder paradox interactive
Re-installed the game, different versions of the set, re-installed C++ and directx. Nothing helps (

If the directory doesn't exist it is created when you start the game AFAIK. I assume that the game doesn't start correctly and therefore the directory isn't created.

What OS do you use? Has it ever worked on this computer?

Once upon a time worked as a game, do not know now, I have a license, a 64 bit OS

Okay, you use Windows, right?

Do you use Evolve VPN and/or the MSI Gaming App? They are known to cause problems.

Are your graphics card drivers up to date? If not, updating them probably is a good idea.

I know that you said that you "re-installed C++", but maybe something went wrong there.

I did everything, nothing helped. C ++ I have installed properly

So you really did what Supplican wrote in that post?

If so I'm out of ideas to be honest. Maybe someone else with better advice comes along.

You could also try the official support forum or open a support ticket on Paradoxplaza.

OK this is your real problem, when you run the game for the first time it will create a settings file in your my documents folder.

The first thing to do is a clean re-install (you may have already done this):

- move any valued save games elsewhere
- "delete local content" in Steam-EU4
- manually delete all files and folders left under Steam/SteamApps/common/EU4 AND Documents/Paradox/EU4
- re-install game in Steam, run a Steam Verify when done.
- start the game with no mods active and test

I doubt that works, since Documents/Paradox/EU4 doesn't even exist to begin with and OP has reinstalled the game already. Anyway, it's worth a try.

Here a more detailed description of what 691neil is proposing:
0) unsubscribe all mods
1) deinstall the game in Steam
2) exit Steam
3) delete your personal EU4 directory -- its path depends on the OS:
(Note: You might want to make a backup of the save games in there before doing that!)
- [Windows] Documents\Paradox Interactive\Europa Universalis IV\
- [Mac] /USER/Documents/Paradox Interactive/Europa Universalis IV/
- [GNU/Linux]) delete ~/.local/share/Paradox Interactive/Europa Universalis IV/
4) restart Steam
5) reinstall the game
6) verify the game
