Started a game as the Timurids to form Persia, found out that they can't form Persia.

There’s no such thing any nation not being able to form a country. All tags can form anything it just takes the right tag switch(es) to do so. Ming cannot form Yuan for example however if you form Mughals then Manchu and then Shan and then Yuan you will have the new tag and on top of that get free claims on all of India (just make sure that you are able to recore all of your original land or at least a majority of it before doing the switches and definitely do not do any reforms because they get reset when you do a tag switch and those claims on India I believe stop being permanent once you start tag switching out of them so make sure to take advantage of them as soon as you can).

But to make things simpler for Persia I would say Ajam is the likeliest candidate for Persia formation since they own most of the land needed to do so right from the start only problem is Timurids have cores on your land so you better get some good alliances before you unpause. After Ajam would probably be Qara Qoyunlu, you can potentially form Persia pretty early on.
