How can i change the development exploiting cooldown times

I don't want to wait for it. It takes so much for it. I quickly want to exploit all development in 3 months. I looked it for on internet but it doesn't show. Maybe i may look for other cooldown times if i learn which file contains it.

If you're going to cheat you may as well use console commands to give yourself the points and adjust the province development.

I can't play without ironman because i use cheats all time. Lol
