Why are westphalian ideas so trash?

I've just formed Westphalia as Hesse because I assumed they would have unique mission and pretty decent ideas since they're a formable nation. But man what a downgrade! I didn't realise how bad it was gonna be before I clicked the button but wow they're super underwhelming

Probably would've been a good idea, I was getting a bit bored with the campaign anyways

That idea set really is remarkably bleh for a formable. The only mildly interesting thing it has is the tolerance, everything else is a mix of unremarkable or weak.

...Hesse more or less has the same stuff, just parts of it is actually better

Forming Germany in 1.30 now gives really good ideas tho.
