Trade Companies in Vanilla EU4

I’ve been getting into EU4 and in my first real game I’m playing as Spain and have colonized all of the west African coast except 2 provinces. I know that I should be able to charter a trade company for that region but I can’t seem to figure out how to do it. Is this not a feature in vanilla or am I missing a obvious button?

Literally says its only available with specific DLC right at the top of the wiki page.
