b: Unfortunately you have to reseach it, in a manner of speaking, to increase colonial range. Technically you aren't 'researching'. You are accruing Diplomatic, Administrative, and Military technology points over time. When you reach certain levels of Diplomatic technology your colonial range will increase. Also, when you reach certain Administraive technology levels you will acquire the ability to unlock/select what is called 'Ideas'. Ideas will cost more technology points as you progress through the Idea groups. There are two Idea groups which will allow faster colonial growth and expansion radius. Those Idea groups are Expansion and Exploration. Expansion requires Administrative points to unlock one of seven ideas (unfortunately you have to acquire them as listed from left to right in the list - no picking and choosing). Exploration requires Diplomatic points.
I hope I wrote this so it is understandable.
EU4 takes a long time to learn (I usually say 100 hours to understand the basics).
The tutorial usually gets forgotten with updates, so can be quite outdated/unhelpful.
I suggest you get yourself familiar with the wiki[eu4.paradoxwikis.com].
